I don't recall anything explicit but it's basically peppered throughout the book that Judge Holden is a child rapist / murderer. As in it's written one time that there's a naked child in his room or that children disappear from towns when he shows up but I think that's the extent of it. Judge Holden is clearly an antagonist (at least until he encounters Rick) so the writer isn't lionizing his deeds though.
