It can be when said simplification goes against the design philosophy of whatever said thing is, there's more nuance to it than "thing bad" or "thing good". Hence why the use of the term as a pejorative exists.

This is someone who listed fucking timeanddate.com as one of his top websites. It's literally just the time wherever in the world and weather. Maybe some time calculators.
