There's a nasty authoritarian bent to our general psyche which when left unchecked/unappeased festers into the mass level busybodyness we see peaked on the Online Safety Act. It's one of our cultural flaws much like the Fr*nch with not knowing how to bathe and the germs inability to not destroy Europe every 50 years or so. Gotta have safety valves for this sort of thing like Neighbourhood Watch Alliances and ragin' against video nasties or it gets pent up.
It's such an open and obvious lie I think it's less a psyop for the public and more a loyalty test for the Party to see who can be seen to believe this weird double think.

I was telling my friends about the Commonwealth monkeys that have been brought over with fake qualification and I saw one or two of their eyes like up in recognition. This will be one of these things that will have one massive scandal and then swept under the rug.

I guess that could make sense. The show's about a teenage boy (white of course) stabbing a girl so I suppose I didn't make that connection. Either way, it's fairly unremarkable for a British show. I've seen all-white grooming gangs, domestic violence almost always committed by white men, all the predictable propaganda. Par for the course.
