California to Negotiate Trade With Other Countries to Bypass Trump Tariffs

California Governor Gavin Newsom said he has directed his administration to "look at new opportunities to expand trade" as he tries to steer his state around President Donald Trump's sprawling import tariffs.

Why It Matters

California, the world's fifth-largest economy, plays a crucial role in driving U.S. economic growth. As the largest importer and second-largest exporter among U.S. states, with over $675 billion in two-way trade, it holds significant economic influence. Therefore, Trump's tariffs could have a major impact, potentially increasing costs for California businesses, disrupting global supply chains, and putting pressure on vital industries within the state.

What To Know

In a post on X, Newsom addressed the U.S.'s global trading partners, writing "California is here and ready to talk."

It comes after a Fox News report revealed that Newsom is directing his state to pursue "strategic" relationships with countries announcing retaliatory tariffs against the U.S., urging them to exclude California-made products from those taxes.

In response, White House spokesperson Kush Desai told Fox News: "Gavin Newsom should focus on out-of-control homelessness, crime, regulations, and unaffordability in California instead of trying his hand at international dealmaking."

On Wednesday, the White House imposed a 10 percent baseline tariff on all imports, including those from U.S. allies and non-economically active regions, along with higher rates for countries with large trade surpluses against the U.S. on Wednesday.

The tariffs include a 34 percent tax on imports from China, a 20 percent tax on imports from the European Union, 25 percent on South Korea, 24 percent on Japan and 32 percent on Taiwan. Mexico and Canada, from which most U.S. produce imports come, are exempt from Trump's latest tariffs, but the 25 percent tariffs that Trump levied on both countries last month will remain intact.

Trump's announcement sent the markets into turmoil on Thursday, with Wall Street recording its worst day since 2020, when Covid-19 was in full swing. Meanwhile, China hit back with a 34 percent retaliatory tariff on Friday, in the first signs of an all-out trade war that could cripple imports and exports. Other nations are now also mulling over retaliatory tariffs.

Amid the turmoil, the Newsom administration is concerned that California's almond industry, a key agricultural exporter, could lose billions of dollars, as countries like China, India, and the European Union impose retaliatory tariffs, Fox News reported.

A Newsom official also told Fox News that the new Trump tariffs will hinder access to essential supplies, like construction materials, needed to rebuild after the Los Angeles wildfires. The U.S. currently imposes a 14 percent duty on Canadian lumber, with the rate possibly rising to nearly 27 percent this year.

State officials also expressed concern that retaliatory tariffs will cause significant disruptions to supply chains between California and Baja, arguing that taxing goods each time they cross the border will raise final product prices, ultimately impacting Californians.

Retaliatory tariffs on U.S. goods are expected to hit California especially hard, with major impacts on agriculture, manufacturing, and trade, according to the San Francisco Chronicle and Los Angeles Times.
The state's almond industry, its top export crop, is particularly vulnerable. Almond exports were valued at $4.7 billion in 2022, supporting 110,000 jobs and contributing $9.2 billion to California's GDP. With 76 percent of the world's almonds grown in California—and most exported—trade restrictions could cost the industry up to $875 million, according to a UC Davis study.

Other food prices may also rise. Ninety percent of avocados consumed in the U.S. come from Mexico, so restrictions could drive up prices and reduce consumption. Similarly, California milk prices could increase if tariffs make canola from Canada more expensive, forcing farmers to switch to pricier alternatives.

The wine and alcohol industries face rising costs as well. Tariffs on European wines may lead California winemakers to hike prices, while reliance on imported materials like corks, glass, and capsules from Mexico and Canada could further push prices upward.

What People Are Saying

Gavin Newsom said in video posted to X: "Donald Trump's tariffs do not represent all Americans, and on behalf of 40 million Americans that live in the great state of California , the tentpole of the US economy, 14% of US GDP, the fifth largest economy in the world, the dominant manufacturing state in America. Our state of mind is around supporting stable trading relationships around the globe. And that's why today I've directed my administration to look at new opportunities to expand trade and to remind our trading partners around the globe that California remains a stable partner."

In a press release, he added: "California leads the nation as the #1 state for agriculture and manufacturing — and it's our workers, families, and farmers who stand to lose the most from this Trump tax hike and trade war. To our international partners: As the fifth largest economy in the world, the Golden State will remain a steady, reliable partner for generations to come, no matter the turbulence coming out of Washington. California is not Washington, D.C."

Donald Trump said on Thursday: "The markets are going to boom. The stock is going to boom, the country is going to boom, and the rest of the world wants to see is there any way they can make a deal.

"This is one of the most important days, in my opinion, in American history. It's our declaration of economic independence. For years, hardworking American citizens were forced to sit on the sidelines as other nations got rich and powerful, much of it at our expense," Trump said. "But now it's our turn to prosper, and in so doing, use trillions and trillions of dollars to reduce our taxes and pay down our national debt, and it'll all happen very quickly."

About all that California could try to do would be to beg other countries to avoid tariffs on types of goods that are largely produced in California. But there is no incentive for other countries to do that because California can offer nothing in return.

Unless of course California decides to offer state subsidize to offset tariffs. That would be insane of course but not out of character for the state.

I didn't think the left were stupid enough to try and pull the "I'm the shadow president talk to the me instead" card. A state governor who thinks he can bypass the federal government, and directly negotiate in trade deals overriding the elected president sounds awfully like someone who is planning an insurrection.

Some leftist federal judge could try and issue an injunction stating that Gavin Newsom is now President of United States and that Trump and Vance must immediately vacate the White House and hand over control or face contempt of court charges.

Alternately, Newsom could picture himself as the next Jefferson Davis, and have California, Oregon, and Washington State succeed from the USA in order to blockade the rest of the United States on the Pacific coast triggering Civil War 2.0.

BTW, if you have to use Canola oil to make milk, it's not milk, but that disgusting vegan crap.
Think they’ll side with Mexico and the Cartels to fight the American military? Could be interdesting

I know Americans aren't the biggest students of history but surely they understand what happened to the last people how tried to secede from the Union?
You know how Democrats get whenever the Fed decides to quit accommodating their temper tantrums.
I think Newsom and his gang are stupid and prideful enough to not have realized this is a fundamental violation of the US Constitution. The moment a lawyer that isn't a ass kisser for the DNC touches this it is over.
Counterargument: He's stupid and prideful enough to not care even if he does realize that.
a state dictating policy that puts it into direct competition with other states
even if this wasn't in our constitution, there is no way this wouldn't turn into a huge shit show
Article I, Section 8, explicitly gives Congress the power to regulate this sort of thing specifically to avoid potential slap-fighting like this.

Section 9 is even more explicit:

I know a guy who can fix this

Na na, he'd be far too merciful. He did his best to only go after things of strictly military value. You want this guy:

He burned down the entire Shenandoah Valley just to stop a few raiders during the Civil War, and when the Indians rebelled later on he went and fucking did it again. From desert California came and to desert it will return, and the rest of the USA will name it peace.

If Newsom applies himself to this like he has trying to eradicate the 2nd ammendment in California, then we are indeed likely to experience a second civil war.

At this point I think it would be entirely justified to just liquidate the entire Democratic Party leadership. By liquidate I mean exterminate, by exterminate I mean hanging. All of the worst villainy in this country, from the Fire Eaters lynching abolitionists to Woodrow Wilson jailing war protestors to the rigging of the 2020 election has been done by these cunts. You can't coexist with another party that won't play fair in the first place.

Maybe you guys should stop worshipping a piece of paper written by slave owners who have been dead for over 300 years
Do you remember who last tried to circumvent Federal trade policy?
A bunch of slave-owning Democrat cunts. Jackson dunked pretty hard on them, and then Lincoln finished the job.

Does Commiefornia have its own navy? Because this means getting their ports shut down.

If the rest of the world decided to tariff American services and content california would implode.
Inshallah, kiwi bro.

Calforfinia will probably go the same way as Detroit in twenty years.

Ironically, Detroit might be a half decent place by then if the corrupt Democrats running it are in prison and manufacturing returns.

Fun fact, those actions are technically high treason, YOU cannot as a state bypass the federal government's foreign policy because at that point, you're just a separate country and we know the Union's policy on states getting uppity thinking they're a strong independent polity who needs no federal government.
He's not trying to bypass Trump's tariffs. He trying to convince other countries not to impose retaliatory tariffs on Californian goods (which is a matter for those governments to decide, not the US government). Some countries aren't imposing retaliatory tariffs at all. Others are already picking and choosing their retaliatory tariffs.

I expect Trump will pitch a fit about states adopting this strategy anyway.

If Democrats are back on the State's Rights train, can we say that "the sides switched" again? Would they like the KKK back as well?

>zognald tariffs cause civil war
>millions of dead mutts

Please god, please.

Um.. I'm prey sure that's not how it works. lol
There isn't really anything the state can do.

I still can not for the life of me understand what the fuck he is aiming for with these tariffs against core 1st world friends. Especially the ones who supply things we no longer have industries for. You don't create industries this way, you protect ones that already exist. You need to spend and rebuild locally before you worry about tariffs to protect them. Maybe if they planned on using the money to help build and rebuild our industries i might make sense. A round about way to fund it publicly without directly taxing. But the neo-con/establishment libertardian ghouls are largely still in control of those aspects of government needed for anything like that. So good luck even preventing reduction in spending and building projects. ffs -_-

The neo-con libertardian parts of he party can't die off and retire soon enough.. We really need to treat it like a witch hunt.. getting them out. While we still have a function country.

Please God, please let California be divided into a bunch of new states so that way they don't have as much influence on US Politics. I'll even take Texas being divided as compensation, please God please divide California already.

This would do the opposite, if they became smaller separate entities given distinct state-status they would disproportionately have more senators, states regardless of population always get two senators for congress, you know the legislative body that actually allows bills to become law, house of representatives is the lower branch of the same legislative body but is based on population-per-representative but it's fuzzy nowadays but their job is just autistically screeching new bills from the oblivion for senate to consider throwing it back into nothingness or becoming another gay nonesensical law. In summary, they would have EVEN MORE influence in congress(most of these new states would still be blue with it's current gerrymandered image you provided)

You're kind of missing the forest for the trees, ALL foreign matters relating to government function is handled by the executive body specifically the fucking president of the united states who coordinates with all lower diplomats on matters of foreign affairs, arguing the semantics of what he is trying to do reaching out to foreign governments is not whats wrong, whats wrong is that he is way out of his fucking lane even doing that in the first place on any matter regardless.

His plan is to repeal them in a few months. He will either pretend it was some master negotiator move and his supporters will forget about "bring back manufacturing", or he will be forced to by congress so he can tell the working class it's those dang dirty Trump opposition that's preventing him from creating gay maga utopia. This is a good time to buy the dip.
