Toni is in a really odd position because she is one of the hottest acts in AEW at the moment (if not in all of pro-wrestling) but she has no one to act as her foil long-term. Mariah was decent in the role for a while but that's over. Bayne was a short David v. Goliath transitional feud that is already over.
What do you do with Toni now? Mercedes is doing a slow burn thing with Harley where it looks like she is going to turn face for a while at least. Athena is doing a slow burn thing with Billie Starkz that is classic student eventually defeats the teacher stuff.
The left-field option is to have Mina debut full-time as a heel and take the belt off Toni as revenge for her beating Mariah. Problem is, you are going to have a hell of a time getting people to boo Mina. The only way i could see that working is if she forms a faction with the other joshis and they keep getting fuck finishes that end up annoying the audience.
Their womens division is far stronger now than when they started but it's still really fucking small because WWE signed pretty much every notable woman from the indies over the past decade even if they did fuck all with them.
They can tap into Stardoms roster occasionally but that's not a long term plan because they are running a successful promotion in its own right so they aren't going to loan you top talent at their own expense.
