Anime is not the problem. Japan is the problem. Animation is just a form of media, and media produced by a culture reflects that culture. There are some great anime, but a lot of slop. The reason it is increasingly infecting the west is because western culture is becoming more like Japan: largely godless, without purpose, and perverted. Thus, slop anime appeals to young people brought up in western societies that are also largely godless, without purpose and perverted.
Anime and pedophiles are disliked outside otaku enclaves in Japan, just like in the West. Japan isn't the problem; the problem is that anime got hijacked by pedophiles early on, and now all anime is blatantly for pedophiles because pedophiles are very profitable. Western pedophiles have the same behaviour; look how a bunch of grown adults went crazy for pastel ponies and little boys watching lesbian sex metaphors a decade ago. If Japanese culture was the problem, all Japanese media would be like anime, but that's not the case. Most people in Japan watch Western media, so the particular anime tropes aren't particularly appealing to Japanese culture either. The literal reason is their culture being so alien to most western societies. They like to tell stories about breaking conformity and destroying the status quo (often some form of god) while people in the west, particularly the US, have nonconformity as one of their core values that's celebrated, even, as you're growing up (everywhere but the work force, for the most part).
It's like how a blonde character is considered a delinquent, over there. They're literally made to keep their hair dyed black, through school, and also keep it cut a certain length. Sometimes even styled certain ways (no hair touching your ears as a male, for example). It makes no sense, given how I was raised, but it's absolutely normal, to them. Their stories will reflect this and will often end up feeling the same, after you see a certain amount.
