They pretty much have to. No one can survive a trade war with the US, especially not one that had effectively no announcement ahead of time (and thus their moles and spies and saboteurs in the US government would have no time to warn them or disrupt it) and was universal so there's no workarounds (to wit: usually China would just pick some African nation they've basically taken over and claim all their shit was going through that non-tariffed nation).
