I think it's mainly because of the site's openly stated purpose of accumulating (publicly available) data on individuals in order to privately laugh at and mock them; to those whose entire current livelihood depends on having their past deeds remain unknown, the very existence of such a site can actually be terrifying.

I always got the impression because there are a few people with connections that really hate it (there was Vordrak, Liz Ding-Dong Jones, a few others) and have used connections to harm it. It's like anything else--you just have to right find the right people to piss off to make a difference.
