My method doesn't give an exact number, but it's pretty close to what I imagine the actual figure is
Danbooru still shows the number of pages for a search term, even if the content itself is blocked. Adding "date:<year>-01-01..<year>-12-31" to the search allows you to see every post that was made after the new year but prior to New Year's Eve. There's 20 posts per page, so in the case of the image above, I multiplied 20 by 42, then manually added however many posts were on the last page (in this case, 7).
I collected two sets of data. The first shows how many posts were made within the span of a year and the second shows the total number of images over time.
As you can see from the second dataset, the total number of images I got through my method was 155,409, which is pretty on the money with the 155k images Danbooru reports to have. The number of loli images between 2006 and 2019 is pretty consistent, with an average of ~4,210 images being uploaded per year. That figure explodes around 2020, where 9,162 images were uploaded. The number grows exponentially with each following year, with 12,075 images being uploaded in 2021, 16,161 images being uploaded in 2022 and 25,526 images being uploaded in 2023. I think this growth can be linked to a surge in the popularity of anime from around the same time. As of currently, 6,929 images have been uploaded in 2025. At the current rate of uploads, there will be about ~21,000 images uploaded by the end of the year.

I collected all of the images under the "shota" tag for posterity as well. It's a much smaller tag with only 22k images, but it showcases the same growth after 2019, just at a much more gradual rate.
This isn't really a metric of how loli content has grown over time, though I still think it's interesting. Danbooru is a Western platform that serves as an aggregate of content, rather than as a place for artists to submit their own work. The loli stuff is also paywalled, so I doubt the figure would be as high as if it were free. There are probably more true-to-life figures on Pixiv, though I have no idea how I would go about getting that info
