Correct. He would have to go to court and file for a 'partition action' and force the other two to buy him out or force a sale to a third party. He cannot kick them out as they are both tenants and on the deed.

This is going to be a mess. Fun fact: anyone who owns even part of a property can usually force a "partition sale" which means they can force the whole property to be sold and get their share of the proceeds.

This is why intestate succession sucks because people who die with multiple heirs end up with the property divided and in a few generations, you can end up with some 1/64th owner you never even met forcing your home to be sold. This is how a lot of landowning black families lost their homes to predatory lawyers.
