Operation in 7 states targets network of hate crimes against minors; 2 are arrested, and 7, apprehended
The investigation was assisted by US agencies, which monitor the activity of these groups on platforms such as Discord.
The Civil Police of RJ began, this Tuesday (15),
Operation Safe Adolescence , in 7 states, with the objective of dismantling one of the largest criminal organizations in the country focused on the practice of
cyber crimes against children and adolescents .
As of the last update of this report,
2 adults were arrested and 7
minors were apprehended .
Agents from the Child and Adolescent Victim Police Station (Dcav-RJ), with the support of the CyberLab of the National Security Secretariat, of the Ministry of Justice and Public Security (MJSP), went out to serve
2 temporary arrest warrants ,
20 search and seizure warrants and
7 provisional internment warrants for juvenile offenders in Goiás, Mato Grosso do Sul, Minas Gerais, Paraná, Rio Grande do Sul, Santa Catarina and São Paulo.
The criminal network is responsible for several serious crimes in the virtual environment, including:
- Attempted murder
- Inducement and instigation to suicide
- Encouragement of self-harm
- Storage and dissemination of child pornography
- Animal abuse
- Apology for Nazism
The investigation revealed that the group organized itself virtually, through encrypted platforms such as
Discord and
Telegram , where they promoted challenges and competitions, always involving hate crimes .
Investigations began on February 18, 2025, when
a homeless man was attacked and had
70% of his body burned by a teenager who threw 2 Molotov cocktails in his direction.
At the same time, Miguel Felipe, an adult,
filmed and broadcast the event in real time to around 220 members on the Discord platform . Miguel Felipe was arrested, and the teenager was apprehended and provisionally interned by Dcav.
It was not an isolated incident.
DCAV police discovered that the attack was not an isolated incident. “The administrators of the server used in the crime represented a true criminal organization highly specialized in various cybercrimes , with children and teenagers as their main targets,” explained the police.
“The gang’s actions are so significant in the virtual scenario that they attracted the attention of independent US agencies, HSI and NCMEC, which issued reports on the facts, contributing to the work of the civil police officers involved in the case.”
Dcav also discovered that the gang spread across different digital platforms and used mechanisms of psychological manipulation and grooming of school-age victims, “in a scenario of
extreme risk to the physical and mental integrity of children and adolescents ”.
“As an incentive, internal rewards were offered to those who stood out in criminal activities,” reported the MJSP.
The targets of the investigation will be charged with several crimes, including criminal association (art. 288 of the Penal Code), inducing or instigating self-harm (art. 122, §4º of the Penal Code) and animal abuse (art. 32 of Law 9.605/9

. The penalties may exceed
10 years of imprisonment .
