You need to approach it differently, your goal shouldn't be to meet people, it should be to focus on doing things that make you happy or improve yourself by your own metrics that
also puts you in the path of other people. There are classes, both in an educational setting and a recreational setting that will do this. Volunteer work is less of a commitment than a job, plus you could do something like working with animals which you'd probably enjoy. Talking to people on the Internet is not an alternative to these things, it just isolates you further and dulls your ability to make real connections. Go to a yoga class, or a
wine and painting place, find a book club, join a D&D group (Do not do this). Literally anything where there's an activity you can focus on but also contains other people in real life.

Community colleges offer programs to receive your GED. There are courses that allow you to gain college credits while earning your GED. You're even young enough that you wouldn't be the weird older student. This is an option for you.
I went through my local parks and rec pamphlet recently to try to find some activities for a friend, most things costed no more than $50 and almost anything related to athletics/exercise outdoors was free. It's more expensive to get unbanned from the kiwifarms than it is to take a painting class.
