At 12 days I would expect stitches are out and he's had a post-op checkup (with the surgeon or their PA or office staff).

They would have had eyes on his foot and how Lou's specific amputation site is healing, so theirs is the last word. However, I would think he'd be cleared to walk reasonable amounts, to keep from being conditioned and prevent clots, but only with the post-op shoe/boot on, and told to elevate his foot as much as possible.

Lou just claimed he's hoping to get his stitches out TODAY. Which says to me he hasn't had a post op yet nor had been cleared to walk.

But who knows? Lou lies and also disregards medical advice.

With stitches, Lou-size, and neuropathy, I would guess they told him heel-touch weightbearing, and asked him how far the potty was at home. He may have been cleared to fully walk short distances in the boot, but walking to downtown and standing for a day in a protest is different from cooking dinner or walking to the bathroom.
