It's 120 GB because of 4k textures and the high fidelity models to support that and ray tracing and all that shit. There's only so much you can do to "compress" stuff like that without impacting their clarity.
The original game had like 512x512 textures. The remaster probably contains like 4000x4000 textures.
I'm sure they could've done better, AAA dev producers love to cut corners on this shit, but it's not like this was ever gonna be under, generously, like 40GB.

They did all that work and didnt fix the leveling issue that plagued the first game.

I personally would just (re)play the 2006 release because of the price difference, the unofficial patches and the plethora of other stuff available to expand it. But it's your money.

In slight fairness to them, they decoupled major skills from Attribute leveling and gave you 12 points to spend on any Attribute per level up (or 4 for 1 point of Luck). They also made it so leveling ATTRs like Endurance retroactively grants you the health-per-level you would've missed out on in the original release. Those changes alone pretty drastically open up the "optimal" way to play the game. Originally your ATTR increases were governed by how often you leveled 3 stats that were (sometimes arbitrarily) governed by that ATTR. That created a lot of opportunity to "waste" stat increases and level ups, and made you vulnerable to getting outpaced by enemies' health and damage scaling with your level. That's not really an issue anymore.

Now, universal level scaling is still in the game yeah. The open nature of the original is kinda designed around that though, it wasn't made like Elden Ring where you never get to Mountaintop until high level anyway, you can just go from Cheydinhal to Anvil whenever you want. I understand why you don't like it, I certainly don't love it, but I'm not surprised it's still there.
