Pretty much. They want to continually constrict rules and regulations until it becomes a logical impossibility to actually conform to any of the arbitrary rules they set. The thing is that whether or not creating this legal impossibility is actually deliberate malicious intent or just their own shortsightedness I could honestly see both.
They always ride in the middle of the fucking road in the summer, or get dangerously close to a point I have to be on a constant lookout for one darting out of nowhere. Also that faggot getting mad at those walking by him being upset that he nearly knocks them over symbolizes everything I dislike about cyclists. It goes with the saying evil cannot create it can only destroy. In this case it can only ban and complain. They don't offer any solutions because they have no actual ideas for optimization or improvement. Their whole shtick is that if they start banning things that already work it will force... someone... out there to do something about it on their behalf.
And even with the "smaller trucks" they'll still argue against it. Just look at the videos complaining about UPS cargo bikes in the bike lane.
The main solution for fixing public transportation is to ban Niggers (violent disturbances) and Jeets (who stink the bus or train up). Which are both problems they are determined to never solve.
If the reasoning doesn't work by itself, an enforced switch to electric cars will do the rest. Just continuously limit charging infrastructure and prices and you'll automatically get cars being only for the rich. The EU is currently planning on making inspections mandatory every year for cars older than 10 years. That affects half the cars on the road now, and surely they won't stop trying to legislate older cars off the roads.
