Generally speaking, case managers have to report on the cleanliness of the units if they enter.
While it doesn't apply as much in his location, in high rise buildings, all it takes is one person like Phil bringing in roaches and bedbugs, and the entire building gets fucked if enough time passes.

If his housing case manager gets him into subsidized housing though, things could become rather difficult regarding his lifestyle and housekeeping. I've had admiral's barracks inspections that were less thorough and stressful than the annual housing authority walkthroughs.

This is one of the things that's been rustling his jimmies but I had no idea and inspection was coming up and neither did Phil, I have heard of rumours that some of the neighbours have been complaining about him though form all accounts they are complaining he's loud and that the place stinks.
Oh fuck no he's not able to get one but he does need one, He get's a reduction of $100 of the rent because he's registered as a tard somewhere but he doesn't get it through Cascadia but they do offer support and assistance in regard to housing for people they don't house this is one of those people. The point of the person being able to listen to the landlord listen to the stuff that needs to be done and most importantly try and explain it to the person they are helping,

In all seriousness this is an interesting question that I've asked myself a few times, Phil is just such a weird mix of everything that could have gone wrong to someone with special needs he's almost a statistical fluke.
I mean Phil is a month older than myself and I went to school with people who got filtered out to special needs classes once they started to struggle so I got to see very similar progressions in his development first hand who never ended up like Phil because they had good parents and schooling and while they have a few oddities if you meet them today you'd be hard pushed to tell that there was anything wrong with them they dress like anyone else, talk like anyone else, and are well normal but Phil just looks odd at any distance. I recently said to @Twrx over a PM discussing something relating to Phil that it's like peeling and onion just when you think you've got to the bottom of the puzzle you always come across another layer.
I sort of feel sorry for him in a lot of way's he ended up this way because the system isn't geared up for people like him just too handicapped to be considered normal by society and to able to be considered disabled enough to warrant assistance by the government. So he's left to his own devices and instead of finding a way to be left alone and get on with his life and do his own thing he goes out of his way to bring attention to himself and what he wants to idealise at that moment. In his early life he learned that the quickest and easiest was to do this was to act like a shithead and doing that comes easy to him as that's just the sort of person he is to anyone with half a brain in a way that's not because of his problems but in spite of them hell it even magnifies them.
He'd be pitiable if he wasn't a git of monumental proportions because in the end he brings all of this on himself and has done for a long time past the age where he could have been helped.
