Is this (a) a joke, (b) a sincere attempt to fool copper-thieves or (c) there's something about wrapping the copper around steel which I don't know about that makes it super-hard to recycle?

It’s going to be a lot less copper so you’re going to get a lot less money if you tried (we’re talking like a tenth the price of pure copper). It’s a cheaper, more durable alternative, and recycling facilities are going to know immediately what you have. It also requires an additional extra step to separate the copper from the steel, usually by dissolving the copper which would have additional steps to be precipitated from the solution.
