You don't. You "technically" don't need gov't-issued identification in public places (with uncontrolled borders, that is) at any time. "Technically." I say "technically" in scare quotes repeatedly because that same technicality is law enforcement's favorite tool in their "I can arrest anyone I want at any time for any reason" toolchest.
If an officer decides to "investigate a potential crime" and further decides you are a potential person of interest to that investigation, he now has the power to detain you (without arrest). Then, since you're now being detained pending an investigation, you can be ordered to identify yourself, including by producing gov't-issued ID. If you fail to do so, they can now claim you are "obstructing," "interfering with" or otherwise "impeding" an active criminal investigation, which is an arrestable offense. It then becomes a separate (arrestable) criminal offense to refuse to identify yourself once you're under arrest.
You see this pattern unfold
all the fucking time in those endless police bodycam footage videos on Youtube (and hell, even on the new Cops-like TV shows). Criminals and other ne'er-do-wells are so comically stupid they fall for it every single time. It astonishes me how many times people manage to talk themselves into a jail cell from a simple "literally wasn't committing any kind of crime but just came across a cop at the wrong moment" encounter.
This is, among many other reasons, why you don't talk to police. If you're minding your own business in public and asked to identify yourself by law enforcement, furnish your ID, then shut your fucking mouth except to ask for a lawyer. Seriously. No exceptions.
Also, lol these protesters are cooked (or glowies). My other favorite stunt was back when Antifa was still playing tough with their masks and decided to roll up on some parade or something in a southern state. State troopers intercepted them on their way to cause trouble and said "you're 100% welcome to say whatever you like at the event ... but if you want to proceed any closer to it, you need to remove your face masks so we can photograph your faces and confirm your identities; otherwise you're free to leave back the way you came." Funny how that event didn't have any trouble with Antifa
