He acted "in an isolated context," driven by an "obsessive desire to kill" that he had widely shared on social media.
At this stage, there is no explanation for why "he entered this mosque" and attacked this specific person, said Gensac. The initial investigations paint a picture of the murderer as a young man born in Béziers to a non-practicing Christian family of 11 children, and who watched violent videos, notably of people self-harming live, she noted.
Two days before the attack, he had expressed plans to act on the social media platform Discord. Two users then reported him on PHAROS, a government platform for flagging illegal online content and behavior. The prosecutor also mentioned the testimony of a young woman who had reported the future murderer's online content, where he had expressed, over the previous year, "desires to rape women, to murder and rape corpses."
Gensac detailed the murderer's messages on the morning of the events on April 25, shortly after 9 am, on a Discord discussion forum frequented by this young woman.
"I'm going to do it today, I'm going to do it in the street," declared Olivier H. "Do you know him?" a user responded. "No," he replied. "Am I going to attack the mosque? I don't have much of an idea."
Once in front of the mosque, he said, referring to his future victim, "he's Black, I'm going to do it." Just after the murder, having stabbed Cissé 57 times, Olivier H. filmed a video facing his dying victim and broadcast it on Instagram, saying twice: "I did it (…), your shitty Allah." According to one of two online witnesses, the murderer described himself as "schizophrenic" in his video, adding that he needs to commit "two more acts to become a serial killer."
The fact that the National Anti-Terrorism Prosecutor's Office (PNAT) did not classify the murder as terrorism does not "minimize the severity of the acts," according to the Nîmes prosecutor, adding that the PNAT "will remain on alert" on this case. A judicial investigation, opened on April 28, has been entrusted to an investigating judge for "aggravated murder" with premeditation and targeting "race or religion."
On Thursday, the Cissé family's lawyers, Yassine Bouzrou and Mourad Battikh, announced plans to file a request to have the investigation reclassified as a terrorist murder.
The murderer, who surrendered on Sunday evening at a police station near Florence, Italy, where he has family, is expected to be handed over to France "by the end of next week," according to Gensac. A plywood trader was shot at by bike-borne criminals near BMP-6 under Mithanpura police station area of Muzaffarpur district on Wednesday morning. The victim, Viresh Kumar, 32, son of Shyam Poddar and a resident of Jail Road, sustained bullet injuries in the back and the chest. He was rushed to the hospital in critical condition by the police with the help of local people.
The motive behind the shooting is still not clear, police said.

Two drivers of two separate vehicles were hit by the semi truck and pronounced dead at the scene, according to the Thomasville Police Department. Ashley Marie Springer McDonald, 37, and Woodie Earl Beck III, 53, were identified as the deceased drivers.
TPD says there were also four people taken to Grove Hill Memorial Hospital with non-life threatening injuries and later released.
Andrii Dmyterko, 45, and Denys Kucher, 31, of Pennsylvania were in the semi truck owned by 4 US TRANSPORTATION COMPANY, police say.
Thomasville police say both men were in the United States on work Visas.
Dmyterko was identified as the driver of the semi truck and charged with two counts of vehicular manslaughter. He was taken to the Clarke County Jail, according to authorities.
TPD says this accident is sill under investigation, and additional charges may be added or upgraded throughout their investigation.

Undercover Israeli police assassinate Palestinian militant - Nablus, Palestine (2025.05.08 )
An undercover Border Police unit operating in the West Bank, in coordination with Shin Bet and IDF operatives, eliminated a Palestinian terrorist and arrested a wanted individual during an operation in Nablus on Thursday.
The terrorist, Rami al-Qahen, was affiliated with the Nablus-based Lion's Den terrorist group and was involved in planning and carrying out attacks, as well as assisting in arming other terrorists.
In a joint statement, Israel Police, IDF and Shin Bet reported that undercover Border Police officers, along with IDF troops from the Samaria Brigade, carried out the operation in Nablus based on precise intelligence provided by Shin Bet and Military Intelligence. The mission targeted a wanted individual connected to the previously disrupted Lion's Den terrorist cell.
"The forces covertly located the terrorist, identified him as armed and posing a threat to the unit, and subsequently opened fire, resulting in his elimination," the statement read. A search of the terrorist’s possessions revealed a handgun, two magazines and cash suspected of being intended for terrorist activity. A tactical vest was also found in his vehicle.
Another high-ranking wanted individual who was with the terrorist at the time was arrested and taken for further questioning by security authorities.

Police responded to Southwest Philadelphia on Thursday morning after, officials said, a 50-year-old man riding a bike was struck and killed by a dump truck along Cobbs Creek Parkway
According to police, the incident happened at about 8:15 a.m. when a 50-year-old man riding a bicycle was struck by a white Mack dump truck along the 1000 block of Cobbs Creek Parkway.
The 50-year-old bike rider became lodged under the dump truck.
The man, officials said, was pronounced at the scene at about 8:27 a.m.
An investigation into this incident is ongoing, officials said.
