Well you don't usually have aircraft combat losses in border skirmishing, so whatever label you want to stick on it is above that at least. While I'm bullish on calling it a war and expect it to keep escalating, my arbitrary line for that is still an actual troop movement over the border from either side. If the troop movement occurs in the disputed region, I bump that up to being a "Major" troop movement, as opposed to just a company or two seizing some bumfuck border hovels.
