No, not really but it's what reconstructions after mastectomies are designed to do to the best of their ability, and after medical tattooing, and letting the implants "drop" the illusion can be quite convincing if you're not looking close up. For most looking like your normal with your clothes or underwear on is the goal.
I don't know who that person is but from looking at her I'm guessing that it's a medically necessary mastectomy, wanting to look "normal" is the most common reaction to something so drastic, it's gross she had to use that very understandable and normal reaction to virtue signal about how wholesome chungus totally real women troons are.
