Trespass is a crime of intent. A person needs to either cross a physical barrier, even if it's a string, or they have to be told that they are trespassing and then refuse to remove themselves in order for it to be a crime. So, either the "base" didn't have a barrier, proper signage, or the wetbacks didn't refuse to leave once they were told they were trespassing. Thems the rules.
