Fetishs are a Para social condition it's partially sexual but partially intimate as well.
It's not that they necessarily want to be molested at that age. For some they want to go back to the time they lost their innocence as their brain has hard coded this as a normal intimate experience.
For others it could be simply giving all sense of control to the Dom. In other words you are helpless and in their hands.

That being said, a person might be into ageplay fetishism as a psychological response to being raped as a child. This doesn't mean it's right or anything, but it might be a person's coping mechanism.
