I think this is the keyword. It's a similar thing with the Twin Lamps questline, which is substantially more difficult to access.extra
But yeah, Morrowind is not a perfect game. Much less in-your-face though, and my impression has been (though maybe this is a bit of cope) that there were distinct writers in charge of different questlines in the game. Namely, that while Kirkbride wrote the most fundamental lore, Rolston wrote the best questlines, and Howard wrote the retarded "rule of cool" quests like in the Gnisis Imperial Fort.
This may be an over-simplification. I still think it's important to take note of what is presented directly in the intro quest and what is optional. There's a difference between a leader in the mafia being personally invested in a Robin Hood pet project he wants you to support in parallel to the organizational interest, vs. the presented purpose of the mafia organization being that.

I'm astouned that they thought this was OK to release. Literally the HD Texture Pack Cat meme. It's like I'm looking at an early version of MGE. The Weynon Priory ground is particularly baffling.
