To be fair, every language has it's own phonetic model that includes the sounds that are used in that specific language. Phonology describes to what point different sounds are perceived as being different by the native speakers.
Orthography (=standard spelling?) isn't necessarily based on either. A lot of languages (countries might be more accurate here) don't change the spelling of words, even if the articulation changed over time. That's why English and French spellings are not necessarily a good indicator for how the word is supposed to be articulated. It varies widely how close the spelling is to the sounds that should be articulated from language to language. A lot of languages also never tried to recreate the sounds 1:1 in their writing. Sometimes it makes more sense to write a word in a way, that makes its function or its grammatical elements more obvious.
