Chinese students are a red herring and pretext to suppress the education system*. Remember that Ivy-League-educated white collar workers in addition to the academic and professional elite form a strong bloc in opposition to the populist Republicans. It is in essence the populist response to the highly-educated Democrat party core.

Removing foreign students hits these universities where in hurts by cutting income from tuitions, international prestige, and ultimately the viability of these institutions in terms of publishing. If this really affects the supply of PhDs and research fellows, Trump's policy will cripple Harvard for the foreseeable future.

*Edit: It's not the Chinese students who are leaking truly important information to China. It's the politicians and industry professionals.
