As for it increasing the cost of the EU's protection, it can defend it's self. What it does is increase the cost of keeping China contained. Something that isn't an issue for the EU but non the less helps the US in doing by following it's lead in sanctions and export restrictions.

Increasing exploitation takes a lot of time and planning since it's all off shore. As a bonus it's some of the more shit waters in the world.
