My guess was right this is Liora.

edit: She revealed that she'll be joining "Glitch Stars" in the near future. Contract already signed. Weird considering she's still "affiliated" as Liora. Said glitch stars is more like a small Vshojo than a small Hololive saying she keeps her ip and character rights and they're mostly to help with merch and connections.

Also the pixel model she debuted with is not her main design, that'll be revealed in the future.
