Anyone who claims to be an 'expert' in a broad field is full of shit. People are experts in incredibly specialized fields. I know people who are top researchers, if you talk to them about a subdiscipline of their subfield they will say shit like 'I'm not sure, that's not really my area of research'. Even when speaking about about the one thing they are specialized in, they will be not make sweeping statements about it because they are keenly aware of how complex it is and how many gaps there are in our understanding of it - because they are actively working to fill those gaps. They can explain in ornate detail very complex specific things they are working on, and laymen can even understand it if they have a basic understanding, but they aren't going to dumb it down to a general statement and they certainly won't be weighing in on physics authoritatively if their research is in gene therapy.

He wants to be seen as a tech giant, but without the actual business acumen, tech smarts or a certain charisma like Jobs had; all he is a sperglord with money. He also wants to be seen as a political kingmaker that people in social circles HAVE to know, and yet his lack of social skills, connections, or - once again - charisma means he's just a nepo baby that fails upwards. Both spheres resent people who buy their way in rather than earn it with their skills, but Elmo JUST DOES NOT GET THAT.

I think George Kennan complained about this vis-à-vis the State Department before he died, and that was back near the turn of the millennium - said no serious thinkers worked there anymore. I think it's actually the norm - nations have golden ages when competent, wise, informed people manage to surround the leaders and help them to make good decisions, and they fall into dysfunction and eventually crisis when those positions get filled with charlatans, stooges, and yes-men. Our last golden age that we rode high off for a while involved manhunts for talent throughout the country - raw meritocracy catapulting bright people into positions where they could put their skills to use. Now advancement is determined by tenure and office politics, and long-term political survival is based on good relationships with your boss's bosses (his donors).
