The anonymous source stories usually are from people actually in the White House. So the stories may be slanted, but still be true in that person’s mind.

So may be that Musk was just going drugs in the evening after more official work, annoying those on the White House dealing with him who assumed his odd behavior during the day was from being high rather than being an ass burger.

But then you also have people that may want to defame him since he’s on the outs with people at the White House, so they’re exaggerating stories about him since he was at odds with Bessent, Navarro and others. So at the very least, you can take the story to mean:
1) He enjoyed drugs recreationally during the months he worked for the administration
2) This annoyed the shit out of people in the White House
