I'm hoping he went down to the vet's office to ask for the paperwork and when he poked his head in, Mauricio cried, "That's him!" and the police officer security guards grabbed Claudio. Turns out there was a serial cat rapist in the area and the DNA from the cats was linked to Claudio and he's now in Mexican prison.

That's the only reasonable reason I can reason why Claudio is missing.
