I think it was premeditated to a certain extent. I watched some reaction channel a few days ago and it was pointed out Chantal was in the same park a day or two earlier. I wouldn't doubt she eyed the lookalike Sam kitten then. It makes no sense why they were there a couple days later eating chicken in 112 deg heat and she hurriedly rushes off with the kitten.

Makes me wonder if Chantal had been on their radar for a while—maybe someone tipped them off when she first started asking for money to feed the strays.

Besides her maniac Beezers, I'm sure Salah has reached out to them to try to reason with them. PAWS might have some internet savvy people and could be acting the part to stir up donations/visibility which has already happened I’m sure.
