The US and Japan were no slouches themselves. But I'm mostly familiar with the Swedish side of history and it's bizarre. This is all from memory and details are a bit fuzzy, but I'll do my best.Europe was notorious from what i read in various articles and on Wikipedia. In many places CSAM became legal because they dismantled old laws after WW2 to allow artistic expression, freedom of speech, new forms of media and blah blah and this included CSAM. It was probably a whoopsie/oversight from many people involved in making these laws. Not everyone, but many.
Sweden was different, it explicitly legalised not only possession but distribution and sale of this material - pictures and videos. This was spearheaded by a friend of the LGBTQ, no surprise really and he got expert input from that crowd, but there's a twist! At the same time he also created a law that allowed government censorship of movies(the home release of Texas Chainsaw Massacre was banned until the mid 90's iirc) because it could have a negative effect on children and the youth...
So imagine you're holding two VHS tapes in your hands. One is illegal because it's harmful for children, but it's a made up story where no one actually got hurt, the other one... that one you can make copies of and start up a mail order business, advertise it if you want, no probs. Production was illegal, possession and commercial distribution was not. Guess what this cooky loophole lead to! Sweden became the number one(eat shit Japan) distributor of commercial CSAM because pedophiles around the world just routed their material through duplication facilities in Sweden.
iirc it only changed after the US and the UN threatend fucking sanctions if the law wasn't changed. Because this law was a global problem.
When do you think this odd thing happened? The 60's? Nah, it started in the early fucking 80's and I think it ended in the late 80's/early 90's. The people that made this legal are still active politically or involved in Pride and shit like that. Among politicians and the sycophant media it is frowned upon to remember that this even happened and went on for a decade. Politicians don't want us to remember it because it makes them look really bad, the media won't bring up because most everyone involved was chomos. I also suspect that's why 80's radfems never saw this massive, organized, child exploitation as a problem. Fun thing, it was scrubbed 3-4 years back, but there was a retrospective(oral history type of thing) of a radfem women's shelter where one of the women, off the cuff, mentioned that [politically active man] was allowed to invite a bunch of homos and hold regular screenings of videos where grown men and little boys...
Related/unrelated, meatballistan is still the numbah one! global distributor of white power and neo nazi music because it doesn't count as hatespeech if it's put to music or something... I'm not sure.
