MAD assumes the other person doesn't want to die. Radical Muslims, especially Shia Muslims, do not mind dying and have a long tradition of suicidal acts that are justified by the 72 virgins. Islam in Iran is dying, the people hate the government, and the mullahs are increasingly unhinged. It's reasonable to assume that they would rather burn it all down rather than lose power.
If the Mullahs nuked us, there'll be retaliation not only by us but by the same Muslims who are going to be pissed at Iran. In fact Islam in Iran will die faster if they nuked US for being the Great Satan without any other justification.
I wouldn't call it entirely out of proportion. Yes, the "It's a CPC biowarfare program cause she did research on it!" seems ridiculous. But one of things that irks me in the indictment is the FBI claims that the straits she imported are extremely virulent and deadly (This will be a jury question). Plus she did research on similar organisims both in U Mich and University of Texas. There's no way she didn't know that smuggling select agents wasn't a pound me in ass prison issue.
