For a decade USA had no way to send humans up in space without relying on Soyuz, and arguably still doesn't without SpaceX's Dragon: Starliner is a death trap, and Orion serves a different purpose entirely, has not flown yet with life support systems and costs at least an order of magnitude more. That's a death sentence for the ISS if it somehow goes through. Note: Dragon has not been in production for years now.
