You mean the card with 4GB less VRAM, has the same real retail price, is slower, and has wonky drivers?
B580s are in stock on Newegg right now for $299, 9060 XT 16 GB is going for $389. There are some 8 GB models for $299. I guess it comes down to which company's jeet programmers you trust more.

The street price difference is almost exactly in line with the performance increase:
9060 XT 16 GB = ~32% faster than the B580 at 1440p (HUB/TPU).
9060 XT MSRP = $350, 40% more than the B580 MSRP ($250).
B580 real price = $300 (32% more would be $396).
The additional 4 GB VRAM could widen the 32% gap a little over time. It appears B580 uses more energy for less performance (190W TDP) but that should be double checked with reviews. With FSR4, AMD has le exclusive upscaling now.

Sort of interesting how once NVIDIA displayed DLSS, everyone else figured out pretty quickly how to do it as well. Now that all current-generation GPUs have tensor units, is there any real reason for a vendor-specific upscaler? Seems like a lot of wasted effort to have three different implementations that do basically the same thing. NVIDIA's transformer model is marginally better than the old model, but it's not a world of difference.

AMD-exclusive FSR4 could backfire for AMD if developers decide not to implement it because of market share, and AMD card owners are left stuck in the mud. And if Nvidia prevents AMD from getting FSR4+ to work on RTX cards, it could lead to an antitrust lawsuit.

FSR4 is supposed to be able to override FSR3.1 wherever it's implemented. If that changes, then AMD really has a problem.

If it takes the same input data as FSR2+, i.e. the current frame + motion vectors, it'll be trivial, just like it was when NVIDIA quietly upgrades everyone's DLSS behind the scenes.
 
I added some prices together based on feelz ($450 for the CPU, $700 for the GPU) and the pre-built should be at least a little cheaper than DIY with no hassle. Seems good if those are the parts you want and you want them now.
Yes, that's an insane deal if you're fine with AMD. That's like OEM pricing except it's all off-the-shelf stuff so you actually get a non-gimped BIOS.

Late nitpick but the CPU+GPU is the only thing I see here that is good in my opinion. The PC is wasted on a B650-P motherboard that, according to my searches, has caused way too many headaches for other users. The exact model of the ram and SSD is not exactly stated so I am not sure how reliable/gimped it would be (like God-forbid the SSD is a Kingston NV3 or some shit). PSU is also another problem, yeah its 750W, but which brand? Is it Seasonic, Corsair, Fractal or some cheapo Chinkshit PSU? Lastly is the AIO. Yeah it will work now and its not 120mm but it will became a pain in the ass to repair after a few years or so.
