The mayor begging for the "protestors" to be peaceful is a tacit admission that they know they can't control the narrative as well as they'd like (or more realistically at all) and that the people watching the utter chaos unfold might not choose to be on the side of the illegals.

To add onto this, her speech is straightforward and most interesting: timid. There's no gloating of a "firey but mostly peaceful summer of love" or goading of the feds to just come and try them. Of course there is the blaming of Trump and the feds for "antagonizing" the rioters, but with equal parts admonishment of the overtaking of the highway, assaults on LEOs, fires, etc. Rate me optimistic but this all but confirms that she and her ilk know the days anarcho-tyranny are beyond over.
