Answer honestly about any of those charges. If a governor or mayor says that its a "sanctuary" and refuses to help assist in lawful federal business in a safe way, is this not obstruction?

Trump hasn't arrested Newsom because 1) he knows it would be a disaster and 2) he knows he doesn't have shit to actually pin him on. It's a lot easier to bully some random immigrant from Maryland than it is to bully a man worth $30 million dollars, who runs the world's 4th largest economy.
He doesn't want to arrest Newsom, he is currently creating a pretext to destroy Newsom's political future by making him look like a moron.
And he does because Newsom is like "come arrest me". Well why would he say that if he wasn't doing anything? Wouldn't he just say "I'm not doing anything wrong, we're doing everything we can to follow the law."
He doesn't. What he does is say "it's trump's fault this is happening!" to attempt to resist lawful presidential orders, and the actual law.
If the feds succeed, and the deportations continue, that can only mean that Newsom and Bass were just going to bat on a losing issue.
