I think the political war setting of Star Wars makes it much more capable of being political propaganda than Harry Potter easily. Star Wars at it's core is literally a story of a dictatorship rising and being overthrown while they are endlessly told by the media and the show creators that it's happening in real life or as the actual words the show creators said themselves "coming to a galaxy near you." There is something to be said here for sure. But the conclusions that the cartels did not exist before 08 is not entirely true. The PRI one party rule that ended in the 2000s goes some way to explain it. In many ways, those politicians were the real gangsters. The arrangement was "behave, make your money, shut the fuck up and always kick up". In 2000 those people lost power.
