In deep midwestern states they have teen summer programs for manual corn detasseling. Some of the insights from that system could probably be extrapolated into employing more Americans for seasonal farm jobs. It's not impossible to get Americans to do this work. Offer good wages, easy bussing to job sites, incentives for efficient work, camaraderie, etc.
Lots of Americans happily take various kinds of seasonal farm jobs through programs like WWOOF (Worldwide Opportunities on Organic Farms), opportunities like grape harvest seasons in wine growing regions, and even cannabis trimming jobs. A little marketing and outreach for berry picking, paired with the aforementioned fair wages and other incentives, would do wonders. A certain percentage would be hippies and bohemians, some would be other kinds of gig/seasonal workers looking for a payday, maybe a few people who work with berries or other produce regularly and want the experience and understanding, and a good amount would just be regular Americans who have trouble being employed elsewhere. It just takes a little care to tailor these jobs to Americans of various kinds, and it's care that American workers deserve.
