A parade is a great opportunity for a military to present itself to the public and the world as something well ordered and attractive. If you go outside, do you not iron your shirt and take a shower so you look presentable?

This is the Army we are talking about. Not the Marines, Air Force or even Navy.
They have never been known for sharp dressing or neat marching. They are lucky they even managed to find all their uniforms.
The Army has ALWAYS been frumpy looking.
