The govt can't declare a particular speech to be "hate", nor make it illegal. Matal v Tam was even a unanimous decision with all liberal justices agreeing. Saying bad words and/or saying the most racist things imaginable is protected. You can walk down the street saying "I wish all niggers would die! Everyone should take away their voting rights!" and that can't be illegal anywhere in US territory. The Phelps decision involved the most inflamatory speech I've ever seen.
The only time a hate crime (enhancement) exists is when there's another crime that's actually causing the charges to be filed. So if you beat a rando Asian with a baseball bat while screaming "Kill the gooks!", you might get a stiffer sentence added to the aggravated assault in certain jurisdictions. But not all jurisdictions.

As for Chin's uncharacteristic silence, FFG had a good theory to explain why it's possible Chantal might both be in Canada and unwilling to make an enraged community post repsonding to Atozy's video: Perhaps Smee took Chantal to a lawyer consult in Canada.
The lawyer would have strongly told them Chantal should STFU and take time off youtube if she wants to keep her career, try to keep obsessed fans away (for now) and keep Salah out of trouble back in Kuwait. Maybe Smee put the fear of god into Chins to keep her offline, pledging to throw Cutie out on the street if she disobeys the lawyer.
