Even tiny amounts of unexploded fissile material is extremely dangerous, in brazil an amount the size of a thimble was enough to kill an entire family and contaminate their house. A dirty bomb wont destroy anything, wont even break a window, but everything below it its gonna get irradiated to hell, talking more than 10Gy which would kill you in hours, and its going to coat everything with it forever. Its not like a neutron bomb that's just a burst of radiation, you would have to bulldoze the entire country to get rid of it.

Also dirty bombs don't even need actual uranium as they use conventional explosives to disperse the material, you can use literal nuclear waste that's far more plentiful and a million times worse than partially-enriched uranium, talking weird isotopes that have a much longer half-life and are extremely toxic on top of being radioactive.
