Yes, that's why we invented uranium centrifuges. You process ore into uranium hexafluoride and spin it thru the tubes. It's really a trivial process. Of course you need a ton of ore for 1kg of U235, but uranium cake is only 140USD per kilo so you only need about 1 mil USD for 1 bomb worth of material. Regarding weaponry it's pretty cheap.99% of mined uranium is U238. You want to build a gun type even with minimal U235 it will still require industrial scale refining.
You arent easily hiding or putting the enrichment facilities underground.
Basic TNT is 12$/kg and 12kT bomb is 0,08$/kg equivalent.
