according to new Jersey rules, a person must submit a letter from a doctor stating that they have some sort of SRS in order to change the sex on their birth certificate.

I just assume most "letters" he posts are fake and he has someone print them off for him. I don't know about US birth certificates, but mine isn't off center and has more information than that on it. (Includes: Name, birth date, registration #, birth place, sex, registration date, date issued, registrar general sig, and place of issue)

In the left hand corner, does that say "Name of child"? As an adult getting a new certificate, I've never seen someone referred to as "child", just their name.

Yea I just dug mine out for comparison and granted it's from another state but it doesn't look anything close to what that is.

I can't speak from experience, but all the ones I'm finding online from New Jersey look like that (off center included) and use the same phrases (like "name of child").
I'm not saying it's real, it's just interesting. I'm going to assume phil is getting desperate and sad, this kind of lie with fake photoshop makes him feel better.
