There is a line of thought that says anyone who is able to indulge in a paraphilia, even in the context of fiction, is "inflaming the passions" and is more likely to get further into that paraphilia and other strange alleyways of deviancy. The implication is they won't get into that paraphilia if they are somehow prevented from indulging or exploring it.

I'm not sure I buy into that. I mean, the furry shit didn't really exist in its current form before the internet (and it wasn't this bad a decade ago, even), but I chalk that up primarily to furfag echo chambers forming online and getting bigger, not necessarily the fact that it's legal to dress up as a mascot character and bum other costumed weirdos. If it were illegal, you would probably just be publicly hiding the deviancy, not stamping it out. And I don't think you can place in a person's heart what there's not a preexisting place for.

But there may be a lot of utility in hiding deviancy from the public eye, actually. All the troon and pooner shit everywhere has convinced me that, no matter what people get up to in their sex lives, there's something to be said for public standards, even if most people don't live up to them in private. Moralists are always made stupid by their ideologies and actually believe they can use brute force to eliminate deviant behavior, and obviously that's not accurate. But having a unified cultural front that says, for example, "you're a disgrace if you sell pictures of your asshole on the internet" probably does have huge benefits. Look at how emboldened dumb whores of all types have gotten now.
