The most likely scenario, if it's even happening, is retards on watch shooting at their own patrols. At least once a week we'd get a fireworks show of Iraqi Police shooting at one of their own patrols at night. They had a little outpost a few streets over from the precinct where patrols would step off from. They shot at an incoming patrol or the patrol would open up on them regularly.
Like the others struck a few days ago, they had been sitting out for years and are most likely just empty frames cannibalized for parts.
