Quibble:
It the facility didn't cataspophically collapse, and it seems it hasn't, it can be returned to working order. It'll take a lot of effort, likely years, but clearing rubble, and patching in new concrete, and closing up the new skylights will be less work than a new facility. Its also possible, depending on the design of the facility, that parts are still OK or OK-enough and could be used for storage.

Any fissile material left in there is almost certainly contaminated and at best will need to be reprocessed.

The "everythign was evacuated the day before a strike they didn't know was coming" is massive cope though.

If the material is on outside it means bomb blasted it out.
If the material is on inside it means underground detonation and explosion.
With 3 bombs and not collapsed rock/crater between them it's hard to judge. Rock quality improves as you go deeper.

For sure Iran will cry “it’s all over, bad USA!” But I think the program hasn’t been hampered enough and they will make haste.

Trump has declared a victory without even an inspection; so all Iran has to do is say “yes, our program is in tatters” and continue with it because Trump couldn’t then say “we didn’t stop it”.

And best of all for Iran is that they can deny inspectors even take a look because they can claim it’s all buried.

That's pretty insane reasoning. Majority of those violations are in treating POW's, injured and bombing of civilians. They don't effect combat capability at all.
