My most optimistic but realistic conspiratorial take is that on issues relating to national sovereignty it is always a lose scenario for the party being pressured to bow to the weaker party. Canada would never voluntarily become a U.S. State because they lose sovereignty, true world government would never be established because of parties losing the sovereignty, Iran cannot willing dismantle their nuclear program because of the populace would see the weakness of the regime from their willing loss of sovereignty in regards to their right to nuclear enrichment.
