At this point if we have not learned anything from nearly 4 years of war in Europe and 2 years of war in the middle east, along with the wars in Sudan, Syria and Armenia is that the only people who bitch about civilians getting killed in war are the losers.

Winners don't have to worry about their civilians being killed. Because they win. The first and most important duty of a State is to defend its people. If it cannot do so they are losers. And if the losers can't defend their people they are failures at their job. Which makes it the losers fault for civilian casualties.
